Street-Legal Golf Carts and LSVs in North Carolina: What the Law Says

We hear this question every week: “Can I drive my golf cart on the street?” In North Carolina, the answer depends on whether your ride is a golf cart or a low-speed vehicle (LSV). Here’s a friendly, plain-English look at what state law says. (This is general information, not legal advice. Always check your town’s rules too.)

Golf cart or LSV? The difference matters

North Carolina law defines a low-speed vehicle as “a four-wheeled vehicle that is either electrically powered or propelled by a gasoline engine whose top speed is greater than 20 miles per hour but less than 25 miles per hour” (G.S. 20-4.01(27)g). Golf carts are defined separately (G.S. 20-4.01(12b)), and the two are treated very differently on public roads.

Where an LSV can drive

Under G.S. 20-121.1(1), an LSV may be driven only on streets and highways with a posted speed limit of 35 mph or less. It can still cross a faster road at an intersection. NCDOT can also prohibit LSVs on a specific road if it decides that’s necessary for safety (G.S. 20-121.1(4)).

Equipment an LSV must have

G.S. 20-121.1(2) requires LSVs to have, and keep in working order:

  • headlamps, stop lamps, turn signal lamps and tail lamps
  • reflex reflectors
  • a parking brake
  • rearview mirrors
  • a windshield and windshield wipers
  • a speedometer
  • seat belts
  • a vehicle identification number (VIN)

LSVs must also meet the federal safety standard for low-speed vehicles, 49 C.F.R. § 571.500 (G.S. 20-121.1(5)).

Registration and insurance

An LSV has to be registered and insured like other motor vehicles, under G.S. 20-50 and G.S. 20-309 (G.S. 20-121.1(3)). That means a title, a license plate and liability insurance.

What about regular golf carts?

State law lets cities regulate golf carts on public streets, roads and highways with a speed limit of 35 mph or less inside city limits (G.S. 160A-300.6), and counties have similar authority (G.S. 153A-245). So whether a standard golf cart can ride on your street comes down to your local ordinance. Rules can vary from town to town, so check with your city or county before you roll out.

Do I need insurance on an LSV?

Yes (G.S. 20-121.1(3), G.S. 20-309).

Is every golf cart allowed on streets with a 35 mph or lower speed limit?

Only where the local ordinance allows it (G.S. 160A-300.6, 153A-245).
