What a street-legal LSV needs

North Carolina (G.S. 20-121.1) and South Carolina (S.C. Code 56-2-100) both point to federal standard FMVSS 500. Here is the equipment list:

  • Headlamps
  • Front and rear turn signals
  • Tail lamps
  • Stop (brake) lamps
  • Red reflex reflectors (each side at the rear, and on the rear)
  • Driver-side exterior mirror, plus a passenger-side or interior mirror
  • Parking brake
  • Windshield meeting federal glazing standard FMVSS 205 (NC also requires wipers)
  • Seat belt at every seating position
  • A 17-character VIN
  • Speedometer (NC)
  • Rear visibility per FMVSS 111 S6.2 (backup camera on newer LSVs)
  • Pedestrian alert sound per FMVSS 141 (electric LSVs)

An LSV also needs a top speed over 20 mph and no more than 25 mph, and it must be registered and insured. LSVs may drive on roads posted 35 mph or less and cross faster roads at intersections. Local rules can be stricter.
