Street-legal golf carts
and LSVs, explained
What makes a cart street legal in North and South Carolina, in plain English, the LSVs on our lots today, and how Queen City Carts converts a golf cart into a real LSV.
What makes an LSV an LSV
A Low-Speed Vehicle is a four-wheeled vehicle that reaches more than 20 mph but no more than 25 mph on a level, paved surface, built to federal safety standard FMVSS 500. That standard requires:
- Headlamps, tail lamps, stop lamps and front and rear turn signals
- Reflex reflectors and mirrors
- A parking brake and an approved windshield
- A seat belt at every seat and a 17-character VIN
Driving an LSV in NC
In North Carolina, an LSV may be driven only on streets posted 35 mph or less. It may cross a faster road at an intersection.
- Must be titled, registered and insured like other vehicles
- Needs wipers and a speedometer on top of the federal list
- A golf cart becomes an LSV through a licensed manufacturer upfit with a VIN and certificate of origin, per NCDMV. Queen City Carts does that conversion work
- NCDOT can close specific roads to LSVs
Driving an LSV in SC
In South Carolina, an LSV may be driven only on highways posted 35 mph or less, and may cross a faster highway at an intersection.
- Titled with a certificate of origin that certifies FMVSS 500
- Registered, plated and insured like a passenger vehicle
- Homemade builds and informal retrofits without manufacturer paperwork do not qualify as LSVs in SC. A proper manufacturer conversion with a VIN and certificate of origin does
- A regular golf cart is different: it needs an SCDMV permit decal and has its own rules
We convert golf carts to LSVs
Queen City Carts converts golf carts into street-legal Low-Speed Vehicles. A real conversion means the cart leaves with the FMVSS 500 equipment, a 17-character VIN and a manufacturer certificate of origin an LSV needs for title and plates.
- Street lighting, mirrors, windshield and seat belts at every seat
- VIN and certificate of origin for titling in NC or SC
- Ask us which carts on the lot are already LSVs and which can be converted
- Local road rules still apply after the conversion
Four quick checks
A short list we walk through with every street-legal buyer.
Look for the VIN and paperwork
An LSV has a 17-character VIN and a certificate of origin that says it is an LSV. Ask to see both. That is what a Queen City Carts conversion delivers.
Check the top speed
LSVs are limited to 25 mph. A cart that goes faster is not an LSV.
Plan your route
Both states limit LSVs to roads posted 35 mph or less. Your town or HOA may add rules.
Title, plate and insure it
Budget for title, registration and liability insurance before your first drive.

Can Queen City Carts convert my golf cart to an LSV?
Yes. We convert golf carts into real Low-Speed Vehicles with the lighting, belts, VIN and manufacturer certificate of origin an LSV needs. Ask us about your cart or a unit on our lot.
Is every cart you sell street legal?
No. Some carts are built as LSVs and some are golf carts for private roads and property. Each listing and our team will tell you which is which. If you want street use, we can also convert a qualifying golf cart into an LSV.
Can I use an SC golf cart permit instead of an LSV plate?
South Carolina has a separate permit decal for golf carts with tighter limits, such as daylight hours and staying near home unless a local ordinance says otherwise. It is not the same as LSV registration. Check with SCDMV for your situation.
Is this legal advice?
No. This is a plain-English summary of the laws linked on this page, checked Nov 5, 2026. Rules change and local ordinances vary, so confirm with NCDMV, SCDMV or your town before you drive.
